UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent poll of local authorities, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of public land and open spaces to support their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on restructuring services and using financial reserves to manage growing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in southeast England said its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the plan.

Local Levy Increases and Broader Financial Strains

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to increase council taxes next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to achieve both better provisions and cost efficiency,” stated a council leader.

He continued: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils recently also found council budgets being stretched by the increasing figures of children and older individuals requiring Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a white paper setting out those changes was recently delayed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” said the report.

“Although only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The figures highlights the extent of difficulties confronting municipal officials across key cities in the coming year,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and addresses the real levels of deprivation and demand,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey found.
